Jaime Griesemer's talk at the Game Developers Conference this year discussed why Bungie changed the time between shots with the Sniper Rifle from 0.5 seconds to 0.7 seconds in Halo 3 - and now you can download a PDF containing all 130+ slides of his presentation, along with notes.
