It's easier to build a base with existing planets.
Heh - prescient, or just lucky? NiTrOuS 343 ran across an article at Yahoo News that discusses the Epsilon Eridanus system... and how scientists think they've found evidence of a planetary system there. Reach just got more feasible! (Louis Wu 14:59:52 UTC)
