Halo 3 Character Maker
This popped up on Google News; I don't know how well it works, since i don't have a machine I can install it on at the moment, but Shifu-Hacks has a small (200k) program that can show you various armor permutations. Looks like it runs on WIndows XP. (Louis Wu 16:07:26 UTC)
