Press kit says Halo 60% done
Noctavis over at rampancy.nethas posted a transcriptof Bungie's E3 press kit which includes a Halo FAQ. Here's a snippet:

We generally make games in three stages: First the environment and the engine, then the multiplayer game, then the single-player game. Right now we're a little more than 60% done.
