Just because Halo 2 allows for dual-wielding doesn't mean you have to use it. If you are faced with a large group of enemies, it's sometimes safer (and easier) to throw a grenade, wait for the explosion, and mow down the survivors. Not only does it stun them so they won't fight back for a second or two, but you can conserve ammo for later in the level.
