The new rocket launchers have a tracking feature, allowing them to home in on vehicles.
To dodge a rocket in a Banshee, simply perfom an aerial manuevour (A+Control Stick) moments before the rocket hits you. It takes some timing, but it's possible.
For pretty much anything else, simply hide behind a rock, or drive away horizontally to the rocket. And get behind something as well.
